Rinse and drain the kidney beans in a bowl and save the liquid for the purpose to make the mixture thin if needed.
Wash the diced celery and drain all the water. Mix the celery and the beans in a bowl.
In a separate bowl, blend the mayo, whip cream, sweet relish, onion powder, salt, pepper, and apple cider vinegar. Stir well.
Now add the prepared dressing to the bean mixture and mix quite well.
Cover the bowl and let it settle by refrigerating it for some time.
